South Florida Home Improvement Costs
South Florida, which here means Miami-Dade, Broward, Palm Beach and Monroe (the Keys), is usually the most expensive region in the state for hurricane-related home improvements. Our calculators apply a planning adjustment of roughly 10 to 20 percent above the statewide midpoint for this region. Here is why.
The High-Velocity Hurricane Zone
Miami-Dade and Broward counties are the High-Velocity Hurricane Zone (HVHZ) under the Florida Building Code. The HVHZ was strengthened after Hurricane Andrew in 1992 and has the strictest product and installation requirements in the state. Products such as shutters, windows, doors, roofing and screen enclosures generally need a Miami-Dade Notice of Acceptance (NOA), which involves more rigorous testing than standard product approval. Fewer products qualify, and those that do tend to cost more. Installation details such as fastener spacing and anchoring are also stricter, which adds labor.
Palm Beach County and the Keys are outside the HVHZ but still have high design wind speeds, and many contractors there use HVHZ-rated products anyway.
What it means for each project
- Shutters and impact windows: expect the upper half of published ranges. Large-missile impact rated products are standard.
- Roofs: tile is common; HVHZ roofing has specific underlayment and attachment rules. Roof permits typically include more inspections.
- Pool cages: engineering for high wind speeds means heavier aluminum and more anchoring for new enclosures.
- Generators: condo and HOA rules are common; standby units must meet setback and noise rules.
Salt air and corrosion
Much of South Florida is close to salt water. Salt accelerates corrosion of steel fasteners, shutter tracks, aluminum frames and AC units. Stainless or coated fasteners and regular fresh-water rinsing help. Budget for more frequent maintenance near the coast.
Permitting
Each city and county runs its own building department, and many South Florida municipalities have their own fee schedules and review times. Some require HOA or condo association approval before you can apply. Ask your contractor how long permits are currently taking in your city; it can be the longest part of the project.
Condo milestone inspection rules
After the 2021 Surfside collapse, Florida tightened condominium safety laws, including milestone structural inspections and reserve studies. Many associations are raising assessments for structural work. If you own a condo, check what the association already plans before buying shutters or windows yourself, since some associations replace openings building-wide or have specific product requirements.
Insurance
South Florida homeowners often face some of the highest premiums in the state, which makes wind mitigation credits more valuable in dollar terms. A wind mitigation inspection after a roof, shutter or window project is usually worth doing. Ask your agent how each improvement affects your premium before choosing products.
Timing
Contractors in South Florida are often booked well ahead of hurricane season. Shopping in late fall and winter usually gives better scheduling. Also watch for funded rounds of the state's My Safe Florida Home grant program.
